চাই বিণিয়োগের ধাক্কা

বেকারত্ব একটি জাতির জন্য অভিশাপ। বেকার মানুষেরা নিজেরা যেমন  অন্য মানুষের উপর বোঝা হয়ে দাড়ায় তেমনি ইচ্ছা থাকা সত্ত্বেও দেশ ও সমাজের জন্য কোন উন্নতি করতে পারেনা। আবার ছদ্মবেশি বেকারত্বের ফাঁদে আটকে আছে দেশের এক বৃহৎ জনগোষ্ঠী যারা বছরের কিছু সময়ে কাজ করে আয় করে বছরের বাকি সময়ে বেকার থাকে।

যেমন বাংলাদেশের উত্তরবঙ্গ হতে একদল মানুষ বছরের কিছু সময়ে নিজ নিজ এলাকায় কৃষিকাজ বা অন্যান্য কাজ করে বাকিটা সময়ে তারা ঐসব পেশায় না থেকে ঢাকায় এসে রিক্সা চালিয়ে জীবিকা নির্বাহ করে। 

দেশে শিক্ষিত বেকার আগেই ছিল কিন্তু কয়েক মাস ধরে বর্তমানে  যে ছদ্মবেশি বেকারত্ব বেড়ে যাচ্ছে তার অন্যতম কারন রাজনৈতিক অস্থিতিশীলতা। বিরোধী রাজনৈতিক দলের অবরোধের কারনে দুরপাল্লার বাস ট্রাক ঠিকমত চলতে পারছেনা । তারা বাস ট্রাকে আগুন দেওয়ায়  নিরীহ হেলপার সহ সাধারন মানুষ মারা যাচ্ছে । এদিকে  দুরপাল্লার যানবাহন চলাচলে বিঘ্ন সৃষ্টি হওয়ায় এসব পরিবহনে যারা কাজ করত তারা বেকার হয়ে পড়ছে নতুন করে । ছদ্মবেশি বেকারত্ব সৃষ্টি হচ্ছে।এসবের পাশাপাশি  বাংলাদেশে ট্রেড ইউনিয়ন সক্রিয়ভাবে শ্রমিকদের অধিকার  বেতন মজুরী আদায় করতে ব্যর্থ হচ্ছে । কিছু কল কারখানায় মালিকপক্ষ তাদের শ্রমিকদের ঠিকমত মজুরী দিচ্ছেনা বা দ্রব্যমুল্যের উর্ধ্বগতির সময়ে মজুরী বাড়াচ্ছেনা বলে শ্রমিকরা তাদের দাবী দাওয়া আদায়ে  মাঝে মাঝে  আন্দোলন করে যাচ্ছে। বর্তমানে সময়ে  গাজীপুরে শ্রমিকরা তাদের মজুরী বাড়াতে কলকারখানার মালিকদের বিরুদ্ধে আন্দোলন করছে।দ্রব্যমুল্যের উর্ধ্বগতির ও মুদ্রাষ্ফীতির এই সময়ে শ্রমিকরা বেতন বাড়াতে যে আন্দোলন করছে তা খুবই যৌক্তিক আন্দোলন । তবে সহিংস আন্দোলন হতে শ্রমিকদের বিরত থাকা উচিত । বর্তমান সময়ে একজন শ্রমিককে যে  মজুরী দেওয়া হচ্ছে তা দিয়ে মাসিক বাসা ভাড়া , খাদ্য, ছেলেমেয়েদের পড়াশুনা করানোর খরচ বহন করা অসম্ভব হয়ে পড়ছে ।   অবশ্যই কলকারখানার মালিকদের বর্তমান সময়ের উচ্চ দ্রব্যমুল্য ও মুদ্রাষ্ফীতি বিবেচনায় শ্রমিকদের মজুরী  আগের মজুরীর চেয়ে বাড়াতে হবে    ।

আবার  বিগত দুই বছরে বহু কলকারখানার মালিকপক্ষ শ্রমিকদের ঠিকমত মজুরী প্রদান না করেই হঠাৎ করেই গ্যাস সমস্যা, বিদ্যুৎ  সমস্যা, ডলার সংকটের কারনে মুলধন  বা কাঁচামাল আমদানি করা যাচ্ছেনা এরকম বহু অজুহাত দেখিয়ে নিজেদের মুনাফা তুলে চিরতরে  বন্ধ করে দিয়েছে । যা দেশের অর্থনীতির  বিরাট ক্ষতি করেছে। বহু মানুষ নতুন করে বেকার হয়ে গেছে। আবার কিছু লোক অবৈধভাবে প্রতারক দালাল চক্রের মাধ্যমে বিদেশে গিয়ে উপার্জন করতে গিয়ে ঐসব দেশের আইনশৃঙ্খলা রক্ষাকারী বাহিনীর হাতে ধরা খেয়ে পুনরায় বাংলাদেশে ফেরত এসেছে। এসব লোকদের মধ্যে অনেকে টাকা পয়সা খুইয়ে বিদেশ যেতে গিয়ে বেকার বা ছদ্মবেকার হয়ে গেছে।

এরকম পরিস্থিতিতে বাংলাদেশের বেকার শ্রমজীবি মানুষের অর্থনৈতিক অবস্থার উন্নয়নে  বিনিয়োগের বড় ধাক্কা আর রাজনৈতিক স্থিতিশীল পরিবেশ প্রয়োজন । দেশের ব্যাংকগুলোরও ভারী শিল্প যারা গড়ে তুলছে সেরকম বড় বড় ব্যবসায়ীদের  ঋণ দেওয়ার পাশাপাশি এসএমই খাতকে শক্তিশালী করতে ক্ষুদ্র ব্যবসায়ী বা এসএমই ব্যবসায়ীদেরকে কম সুদে ঋণ দিতে হবে।এর ফলে নতুন করে এসএমই খাতে কর্মসস্থান বাড়বে। তরুনরা এই খাতে কাজ করে স্বনির্ভর হতে পারবে।পাশাপাশি  বহু বেকার লোকের কর্মসংস্থানের ব্যবস্থা করতে পারবে।    সামষ্টিক অর্থনীতিতে সামগ্রিক অর্থনৈতিক অবস্থার উন্নয়ন ও দারিদ্রতা , বেকারত্ব দুর করার  জন্য বিনিয়োগের বড় ধাক্কার অবশ্যই প্রয়োজন রয়েছে ।

বিনিয়োগ বাড়লে কর্মসংস্থান বাড়বে , ব্যবসা বানিজ্য শিল্প কল কারখানার সংখ্যা বাড়বে।এর ফলে উৎপাদন বাড়বে। মানুষের আয় বাড়বে। সামগ্রিক চাহিদা বাড়বে।

 । চাহিদা ও যোগানের মধ্যে ভারসাম্য ফিরে আসায় মুল্য সর্বস্তরের মানুষের ক্রয়ক্ষমতার মধ্যে আসবে। মুদ্রাষ্ফীতিও কমে আসবে।

 

সাম্প্রতিক সময়ে তাই দেশের  উৎপাদনশীলতা বাড়াতে বিনিয়োগের ধাক্কার প্রয়োজনীয়তা রয়েছে।

Need an  Investment push

Unemployment is the bane of a nation. Unemployed people themselves are a burden on other people and can't make any progress for the country and society despite their desire. Again, a large population of the country is caught in the trap of disguised unemployment, who earn income by working in some part of the year and remain unemployed in the rest of the year.

 

For example, a group of people from North Bengal of Bangladesh do farming or other work in their respective areas at some time of the year, and in the rest of the time they come to Dhaka and drive rickshaws for their livelihood.

Educated unemployment was already there in the country, but political instability is one of the reasons for the disguised unemployment that is currently increasing for several months. Due to the blockade of the opposition political parties, the Durapalla bus trucks cannot run properly. As they set the bus truck on fire, common people including innocent helpers are dying. Meanwhile, due to disruption in long-distance transport, those who used to work in these transports are becoming unemployed again. Disguised unemployment is being created. In addition to this, trade unions in Bangladesh are actively failing to collect workers' rights and wages. In some mills, the workers are sometimes protesting for their demands as the owners are not paying their workers proper wages or increasing the wages during the rise in the price of goods. At present, the workers in Gazipur are protesting against the factory owners to increase their wages. In this time of rising commodity prices and inflation, the workers' movement to increase their wages is a very logical movement. However, workers should refrain from violent agitation. At present, it is becoming impossible to bear the cost of monthly house rent, food, children's education with the wages that are being paid to a worker. Of course, the factory owners should increase the wages of the workers compared to the previous wages considering the current high commodity prices and inflation.

Again, in the last two years, the owners of many factories without paying proper wages to the workers have suddenly shut down their profits by showing many excuses like gas problem, electricity problem, dollar crisis, capital or raw material cannot be imported.Which has caused great damage to the country's economy. Many people have become unemployed again. Some people illegally went abroad to earn money through fraudulent brokers and were caught by the law enforcement forces of those countries and returned to Bangladesh. Many of these people went abroad to find money and became unemployed or unemployed.

In such a situation, a big push of investment and political stability is needed to improve the economic condition of the unemployed working people of Bangladesh. In addition to providing loans to big businessmen who are developing heavy industries, the country's banks should give low interest loans to small businessmen or SME businessmen to strengthen the SME sector. As a result, new jobs will increase in the SME sector. Youth will be able to become self-reliant by working in this sector and also provide employment to many unemployed people. In the macro economy, there is a need for a big push of investment to improve the overall economic condition and remove poverty and unemployment.

If the investment increases, the employment will increase, the number of business, industry and mills will increase. As a result, the production will increase. People's income will increase. Aggregate demand will increase.

  . As the balance between demand and supply returns, prices will come within the purchasing power of people of all walks of life. Inflation will also come down.

In recent times, therefore, there is a need for an investment push to increase the country's productivity.
